During a closing auction, market participants may input buy and sell orders, with the price that most volumes can be traded at forming the closing price. 1. What is the Volatility Control Mechanism (VCM)?

The Volatility Control Mechanism is designed to prevent extreme price volatility from trading incidents such as a "flash crash" and algorithm errors, and to address systemic risks from the inter-connectedness of securities and derivatives markets. Many international exchanges have implemented some form of VCM. In the case of HKEX’s VCM, if the price deviates more than a predefined percentage within a specific time frame, it will trigger a cooling-off period for five minutes. This provides a window allowing market participants to reassess their strategies, if necessary. It also helps to re-establish an orderly market during volatile market situations. For details, please refer to website of HKEX (http://www.hkex.com.hk/vcm).

2. Which securities are covered under VCM?

For the securities market, the VCM covers all constituent stocks of Hang Seng Composite LargeCap, MidCap and SmallCap Indexes.

3. What is the applicable period for VCM (Securities Market)?

VCM is applicable to continuous trading session (CTS), excluding:

  • The first 15 minutes of the morning and afternoon trading session
  • The last 20 minutes* of the afternoon trading session

*Since a cooling-off period will last for 5 minutes, the monitoring will stop 20 minutes before end of the Afternoon Session

4. How to trigger VCM?

During the CTS, the potential trade price of a VCM security will be continuously checked against a dynamic price limit of ±10%, ±15% and ±20% for Hang Seng Composite LargeCap, MidCap and SmallCap Indexes constituent stocks respectively in the securities market based upon the reference price which is the last traded price 5 minutes ago. The VCM is triggered if a stock is ±10%, ±15% and ±20% away (for Hang Seng Composite LargeCap, MidCap and SmallCap Indexes constituent stocks respectively in the securities market); A 5-min cooling-off period will start.

5. Can VCM be triggered on an applicable instrument multiple times in a trading day?

For each VCM instrument, there will be a maximum of one VCM trigger in each trading session (Morning Session and Afternoon Session are counted as two separate trading sessions). When normal trading has been resumed after the VCM, there will not be any VCM monitoring within the same CTS.

6. Is a security allowed to trade during the cooling-off period?

The security is still allowed to trade within a band during the cooling-off period.

7. What is the VCM arrangement with respect to adverse weather?

In the case that market open is delayed due to bad weather (e.g. hoisting of typhoon signal number 8 or above or issuance of black rainstorm warning), similar to the normal market open, the first 15 minutes after market open will not be subject to the VCM monitoring. In the case of an early close of the market due to bad weather (e.g. hoisting of typhoon signal number 8 or above during trading hours), cooling-off period can still be triggered in the last 15 minutes before market close and can continue until market close.

1. What types of order are provided by i-Securities Services?

Regarding Hong Kong Share, i-Securities Services provides the following 4 types of orders:

  • At-auction Limit Order
An at-auction limit order is an order with a specified price. An at-auction limit order with a specified price at or more competitive than the final IEP (in case of buying, the specified price is equal to or higher than the final IEP, or in case of selling, the specified price is equal to or lower than the final IEP) may be matched at the final IEP subject to availability of eligible matching order on the opposite side. An at-auction limit order will be matched in price and time priority at the final IEP. No at-auction limit order will be matched at a price worse than the final IEP. Any outstanding at-auction limit orders at the end of the Pre-opening Session will be carried forward to the Continuous Trading Session and treated as limit orders provided that the specified price of that at-auction limit order does not deviate nine times or more from the nominal price or is one ninth or less of that price. Such orders will be put in the price queue of the input price.
Good-till-date instruction is available for an at-auction limit order.
  • Limit Order
A limit order will allow matching only at the specified price. The sell order input price cannot be made at a price below the best bid price, if available, whereas the buy order input price cannot be made at a price above the best ask price, if available. Any outstanding limit order will join the price queue of the input price.
Good-till-date instruction is available for a limit order.
  • Enhanced Limit Order
An enhanced limit order is similar to a limit order except that it will allow matching of up to 10 price queues (i.e. the best price queue and up to the 10th queue at nine spreads away) at one time provided that the traded price is not worse than the input price. The sell order input price can be made at a price of nine spreads below the current bid price whereas the buy order input price can be made at a price of 9 spreads above the current ask price. Any outstanding enhanced limit order will be treated as a limit order and put in the price queue of the input price.
Good-till-date instruction is available for an enhanced limit order.
  • Special Limit Order
A special limit order will allow matching of up to 10 price queues (i.e. the best price queue up to the 10th queue at nine spreads away) at one time provided that the traded price is not worse than the input price. A special limit order has no restriction on the input price as long as the order input price is at or below the best bid price for a sell order or at or above the best ask price for a buy order. Any outstanding special limit order will be cancelled.
Good-till-date instruction with expiration date more than 1 day is not available for a special limit order.
